Iraq’s New E-Visa Process: Key Updates and Guidance for Oil and Gas Companies

Iraq has taken another significant step toward modernizing its visa application procedures with the introduction of the E-Visa process. This month, many companies have received their credentials and started using the new system, a positive development that streamlines the current process by eliminating the Ministry of Oil’s Public Relations Department approval. In my opinion, this step was an unnecessary addition, as the visa approval already flows through a clear chain: starting with the main contractor, then moving to the operator of the oil and gas field, and finally to the relevant government state companies.

While this new system, launched by the Ministry of Interior’s Baghdad Residency Directorate, brings increased efficiency, it also introduces additional procedures and compliance requirements, which companies operating in the region—particularly in oil and gas—must navigate carefully.

New Credential Issuance for the E-Visa Portal

As part of the updated E-Visa process, the Baghdad Residency Directorate has started issuing usernames and passwords to companies, allowing access to the new E-Visa portal. Each company receives one set of credentials, which can be used for one or multiple contracts as long as they are with the same government agency. For example, if a company holds contracts with both Basra Oil Company and Maysan Oil Company, two separate login credentials will be issued, one for each contract.

Initial Approvals Required

Before any information can be uploaded to the E-Visa system, companies must first obtain initial approvals from their prime beneficiary of the service. This step is essential and can be completed either via email or through a paper-based process, depending on the requirements of the beneficiary agency. Ensuring these approvals are in place before proceeding will help prevent delays in the application process.

Important Compliance Step: Power of Attorney with QR Code

A key compliance requirement for accessing the E-Visa portal is the issuance of a Power of Attorney (POA) that includes a QR code. This code should be accessible to the Legal Department of the Baghdad Residency Directorate to avoid delays in processing. This additional step provides oversight but may pose challenges for companies unfamiliar with these protocols.
